Like what you are thinking. Have you compared this to the SOA configuration model? Seems that we could layer this instead of five layers to three, the Task layer at the top, the Entity layer in the middle and the bottom layer would be the Utility layer. This way, it starts the connections between the layers in an appropriate fitting for development of services.
